1. Purpose
To invite suitable qualified service providers to submit proposals and quotations for the evaluation of the NMM's twenty nine (29) jobs.
2. Background
The Nelson Mandela Museum (NMM) operating in two site, Bhunga Building and Nelson Mandela Youth and Heritage Center (NMYHC) Qunu has a dynamic and enviable opportunity to serve South Africa, as a stewardof a living legacy, to share and learn the true story of Nelson Mandela in context, in ways that empower people.
NMM seeks the services of a qualified and experienced company to render job evaluation services. NMM hereby invites priced proposals from suitably qualified companies that are registered in the National Treasury Central Supplier Database (CSD)

3.1 The Job Evaluation Services Specifications are as follows:
3.1. To develop a framework, which would determine the relative value and size of individual jobs under a fair and equitable assessment process.
3.2. To establish the classification and level of individual jobs in the NMM hierarchy based on the job description, responsibilities and duties of the job.
3.3. To develop a system that allows for consistent and accurate assessment of the difference in relative value among jobs.
3.4. To establish a framework to determine the grade levels and the consequent salary range for all jobs.
3.5. To implement two methods of job evaluation namely Non Analytical which is ranking and grading as well as Analytic System which is point rating and factor comparison.
3.6 To develop framework which would ensure NMM staff are offered a fair and equitable compensation, benefits and allowances in relation to the responsibilities and duties required by individual jobs.
3.7. Make recommendations for maintaining the proposed job evaluation system.
3.8. Twenty nine (29) jobs to be evaluated.
3.9. To recommend an appropriate job evaluation system for the museum.
3.10. To produce a remuneration structure based on current remuneration and appropriate market rate and produce an effective and affordable guaranteed remuneration structure for NMM.
3.11. Pre requisites of Job Evaluation
3.11.1. Pre-evaluation workshop to all staff members
3.11.2. It must rate the jobs not the job holders
3.11.3. The criteria selected for rating should be easily explainable.
3.11.4. Each criteria should cover major aspects of every job.
3.11.5. Any discussion regarding money should be avoided.
3.12. Reporting
3.12.1. Presentation to the NMM Council and Senior Management verbally and in writing.
3.13 Appeals
3.13.1. To handle and manage appeals from NMM in relation to the process.
4. PREFERENCE POINT SYSTEM: 80/20
- Price Points: 80
Price must be in South African currency and must be inclusive of VAT. Bidders are further requested to indicate their price in all elements listed in their pricing schedule(no hidden costs/ unknown costs will be accepted). Price will be evaluated based on 80 points and applicable formula of calculating points.
- B-BBEE Points: 20
A valid B-BBEE Status Level Cerificate or a sworn affidavit must be submitted together with the bid offer in order to earn B-BBEE points.
5. Evaluation Criteria
In order to facilitate fairness in the bid evaluation process, bidders are requested to submit previous clients' references of previous work undertaken that would demonstrate their competence to meet the full range of of requirements of Nelson Mandela Museum.
In addition to the requirements as stated, all quotations will be evaluated on the basis of the above mentioned Preference Points System and Functionality criteria of the proposal that will best suit the corporate operational requirements of the museum. Quotation proposals will be assessed as follows:

Bidders must provide sufficient proof/ documents e.g. copy of previous contracts or official reference letters, to justify awarding the of the points above and such proof should include details of contactable references for the Evaluation Criteria above.
A bidder must obtain a minimum of 60 points on stage one in order to qualify for the next stage of evaluation (Preference Points System, i.e. Price and B-BBEE Points)

6. Other terms and conditions of the quotation
- NMM reserves the right not to make any appointment from the submitted quotation.
- NMM does not bind itself to accept the quotation with the lowest price.
- NMM reserves the right to cancel this request for quotations and pursue an alternative course f action at any liability towards any prospective service provider.
- Submission of quotations does not give rise to any contractual obligations on the part of NMM

- All quotations shall become the property of NMM and shall not be returned.
- Proof of National Treasury Central Supplier Database (CSD) registration must be submitted in order for the quotation and proposal to be considered.
- Affiliation to South African rewards Association.
- A valid original Tax Clearance Certificate, issued by the South African Revenue Services must be submitted and failure to submit it will result in the quotation not being considered.
- The successful service provider will be subject to security clearance process as prescribed by National Treasury. This process includes verification of supplier and its shareholders/ director's/ member status on the list of defaulters and restricted suppliers.
- Quotations received after the specified time and date (16 February 2018 at 12:00) will not be considered and accepted.
- Quotations will be valid for a period of 90 days from the Request for Quotations (RQF) stated closing date.
